Scott Burns

CEO and Co-Founder of Structural

"I admire the commitment of the people in this community to improving the lives of our neighbors. Serving on the board allows me to help support and improve the philanthropy that keeps our community strong."

Scott is the CEO and Co-founder of Structural, a tech enterprise with a mission to inspire and enable all organizations to unleash the full potential of their people and teams.

Prior to that, Scott co-founded GovDelivery in a St. Paul basement at the end of the dotcom boom in 2000. Under Scott’s leadership, GovDelivery grew to over 230 employees with over 1,000 government clients around the world using the company’s technology to communicate with over 130 million people. Scott managed the successful sale of the company and subsequent merger with a related company in 2016.

Scott led a number of successful acquisitions while at GovDelivery including the acquisition of GovLoop which grew into an online community of more than 300,000 government employees working together to learn how to improve how they serve the public.

Scott’s passion for making St. Paul an even better place to live, learn and do business has led him to serve on the Executive Committee of the St. Paul Area Chamber of Commerce and on the Executive Committee of the Friends of the St. Paul Libraries. He supports public schools, libraries and economic development from a number of other board and volunteer positions while helping entrepreneurs as an investor and advisor to a number of local companies.

Scott is originally from Duluth, MN and graduated with a degree in Economics and Environmental Studies from Dartmouth College where he was an NCAA Division I Alpine Ski Racer. He lives in St. Paul with his wife Sarah, an OB-GYN, and his three young children.
